LOCKRIDGE FOUNDATION, Nov. 6, 2026 (AP) - The Lockridge Foundation today opened the Cultivar Assurance Compact, a four-year program to restore adapted planting stock and its custody records across inland agricultural districts where a failed rainy season emptied household seed stores. Depositories and mobile desks will serve scattered farming settlements and nearby market towns.

The Certified Cultivar Stewardship Authority commissioned the engagement and will decide which varieties are recognized for graded sale, held for observation, or retired from the catalogue. Sheaf Lot Reserve Trust will hold title to foundation seed and parent lines and license cold stores for the charter term. The Season Ledger Administration Office will issue a planting warrant for each named holding and match every draw to it. The Planting Standing Review Directorate will publish those results.

A public catalogue will list recognized varieties, issuance windows and authorized depositories. A custody ledger kept off that catalogue will record parent-line location, lot condition and the holding cleared to draw. Licensed stores release trust-held stock only against a current warrant, and any residual lot may then pass through a short open queue. Accredited rooms must keep unlisted lots apart from recognized stock.

Eleanor Ashcroft, Director of Cultural and Institutional Affairs and project leader for Lockridge, said a district replants with confidence only when a variety's history is still intact. "Provenance decides whether next season's seed is a continuation or a guess," Ashcroft said. She will write the recognition standard, examine proposed retirements, and transfer custody rules to the partners before the first issuance window.

A current warrant clears a holding for draw, cold-store access and graded-market entry for the season. Holdings supplying institutional kitchens or reserve replenishment may receive an earlier window; the grounds stay on a restricted schedule and are not printed on the warrant. Seed saved outside the compact may still be sown, but it will not be graded, stored in trust, or pledged for the seasonal advance. An unlisted lot at a licensed depository is sequestered, and open-queue release there may be suspended while the holding stays enrolled. Title to a parent line remains with the trust after a warrant lapses.

Questions raised during consultation asked whether recognition would retire long-kept family varieties, and whether earlier windows would favor institutional suppliers. Lockridge said recognition follows adaptation, purity and a complete custody file, not a grower's associations or beliefs. Submissions are logged, time-limited and judged to one evidence standard. A retirement is not lifted while the sowing window is open, and a contested lot stays off the graded market until the later reading is finished.

At mid-season and after harvest, the Planting Standing Review Directorate will inspect suspensions, sequestered lots and unresolved contests, and may open a restricted schedule if a pattern needs correction. A sealed variety panel, appointed for the charter term, will review earlier-window assignments and each retirement of a local line. Published summaries will name the correction without the classification or the holding. A restored line returns only in the following season.

Sheaf Lot Reserve Trust has authorized the opening tranche for surveys, parent-line increase and cold-store preparation. Lockridge will then confirm further depositories, routes and renewal terms. The Foundation said the compact is meant to continue where household seed saving has not recovered, and to license additional stores as those districts are ready.
