LOCKRIDGE FOUNDATION, Oct. 30, 2026 (AP) - The Lockridge Foundation today announced the School Session Continuity Program, a three-year initiative to keep instruction, school meals and health checks available where damaged classrooms and temporary relocation have broken the ordinary school calendar. Accredited hosts and mobile teams will serve remote rural districts and growing municipalities.

The Civic Instruction Continuity Authority commissioned the engagement and will set the thresholds that open, narrow or close a session week. The Common Primer Reserve Trust will hold title to meal stores, classroom kits and contracted transport, licensing each site for the charter term. The Measured Session Administration Office will accredit schools, halls and employer-hosted rooms. The Pupil Access Review Directorate will publish sessions held, meals released and placements completed.

Accredited sites will join a public timetable to a supervised release timetable. Families will see session dates, material windows and meal hours. Kitchens will draw trust-owned stores only against a released roster, and clerks will assign named seats before any residual place is offered. Accreditation brings a hall or employer room that already gathers pupils onto the same record and under the same site license.

Dr. Mireille Caulder, Director of Strategic Research and project leader for Lockridge, said schooling persists through rooms people already trust, not only through buildings on a municipal chart. "A session is reliable when the informal room, the meal and the roster are governed together," Caulder said. She will map those hosts, review how licenses are narrowed, and transfer operating standards to the partners.

A placement on the supervised timetable takes effect at once for assignment, transport and meal release, and it stands until the period closes. Households tied to essential public functions or a registered host may be marked for first release. The mark and its grounds remain in the restricted file. If missed sessions cross the charter threshold, the license may narrow to designated pupils and general meal release may pause. A session hold keeps a pupil on the public count while meal and transport stay suspended. Mobile teams will follow the densest active designations.

Questions raised during consultation asked whether licensing halls and employer rooms would crowd out small hosts, and whether a meal pause would fall on families who move with seasonal work. Lockridge said accreditation does not transfer public authority to the host, and that seat or meal order cannot turn on political, religious or associational affiliation. Each submission is logged, time-limited and judged to a common evidence standard. An appeal will not stay a placement already entered; contested files are examined after the period closes.

Twice each year the Pupil Access Review Directorate will inspect narrowed licenses, paused meals, session holds and unresolved appeals, and may open restricted files when a pattern requires correction. A sealed placement panel, appointed for the charter term, will examine individual marks. Published reports will identify corrections without naming classifications or certifying hosts. Annual assurance will test store draws and meal releases against the approved thresholds.

The Common Primer Reserve Trust has authorized the opening tranche for host assessments, meal procurement and classroom fit-out before the next session cycle. Lockridge will convene the partners afterward to confirm further hosts, mobile routes and renewal terms. The Foundation said the license is built to be renewed, and where the calendar remains broken, to take in additional rooms.
