Lockridge Establishes Heat Shelter Continuity Program for Essential Public Access
A governed cooling and service-access network will help clinics, public counters and temporary shelters remain available during prolonged extreme heat across densely settled districts.

LOCKRIDGE FOUNDATION, Oct. 16, 2026 (AP) - The Lockridge Foundation today announced the Heat Shelter Continuity Program, a four-year public access initiative designed to help clinics, public counters, transit waiting areas and temporary shelters remain available during prolonged extreme heat across densely settled districts. The program will support cooled rest spaces, water access and referrals when ordinary facilities must reduce hours or operate under constrained power conditions.
The engagement is being delivered with the Civic Heat Preparedness Authority, the Solstice Continuity Endowment, the Shelter Operations Coordination Office and the Public Welfare Safeguards Directorate. The Endowment will maintain a protected equipment and operating reserve, while the Authority will establish seasonal readiness priorities and the Coordination Office will accredit participating sites. Lockridge said the partnership gives local providers a dependable structure for keeping essential access open during sustained heat events.
Initial works will equip selected sites with resilient cooling, stored water, low-bandwidth service notices and mobile intake stations capable of operating when communications or grid supply are uneven. A public notice layer will display general opening periods, accessible routes and available support categories. A restricted continuity register will reconcile facility capacity, medical dependency indicators, mobility constraints and verified sponsor referrals so scarce transport, power support and staff coverage can be assigned in a documented sequence.
Thomas Kade, Director of Risk and Continuity and project leader for Lockridge, said heat response must be planned as an operating condition rather than treated as a series of isolated closures. "A reliable public shelter network depends on decisions that remain coherent as demand rises, staffing changes and ordinary access routes narrow," Kade said. "This program gives participating institutions a practical means to preserve essential service while making responsibility for difficult allocations explicit."
Under the operating charter, participating sites will be assigned continuity classes according to available cooling, water storage, backup power and surrounding service dependence. The highest classes may receive advance equipment releases and protected staffing rotations during declared conditions. The register will retain the basis for each classification, but individual dependency records, sponsor attestations and priority thresholds will be available only to designated continuity officers and the sealed review panel.
The Public Welfare Safeguards Directorate will appoint an independent assurance reviewer to examine compliance with the access charter, data-retention schedule and site-accreditation rules. Review findings will be provided to the Authority and summarized in public reporting, while operational records connected to active continuity classifications will remain protected until the relevant review period concludes. Participating institutions may request reassessment when facility conditions change under the Directorate's documented eligibility standard.
The first readiness cycle will begin before the next period of elevated temperature, with priority support for clinics, public-service counters and temporary accommodation sites serving households with limited alternatives. The Solstice Continuity Endowment has authorized the initial reserve release, and Lockridge will continue to lead scenario exercises, governance review and transition planning as the network expands. The Foundation said the program is intended to establish a durable public-access capability that can be renewed as seasonal risk becomes a standing administrative responsibility.
