LOCKRIDGE FOUNDATION, Sept. 25, 2026 (AP) - The Lockridge Foundation today announced the Household Settlement Assurance Facility, a three-year program intended to preserve payment access for electricity, water, clinic and staple-service accounts in municipal districts where disruption to local clearing channels has left households and service providers without reliable settlement dates. The facility will establish a verified-account timetable during disruption.

The program is being delivered with the Household Settlement Assurance Authority, the Crescent Stewardship Reserve Trust, the Verified Service Clearing Office and the Continuity Safeguards Directorate. The Trust has established a protected liquidity reserve, while the Authority will maintain the eligibility register and the Clearing Office will reconcile participating service accounts. Lockridge said the partnership gives public commitments a dependable structure during interruption.

Participating providers will receive standardized settlement notices and an exception process for households whose records have been interrupted by displacement or damaged documentation. The continuity register will retain payment history, dependency indicators, sponsor attestations and service-restoration sequence so limited reserve capacity can be directed toward accounts with documented essential-service consequences.

Alistair Vane, Chairman and project leader for Lockridge, said the engagement applies disciplined capital stewardship to a problem often treated as isolated arrears. "Continuity depends on more than releasing funds at moments of pressure," Vane said. "It requires clear obligation records, a settlement sequence and institutions prepared to carry responsibility when administration is unreliable." He will lead the reserve framework, capital alignment and transition planning for the facility.

Under the operating charter, accounts will be assigned assurance bands according to service dependency, verification completeness and the effect of interruption on accredited care, food storage or public utility access. The register may authorize provisional settlement holds, accelerated releases and consolidated payment instructions during a declared continuity period. Band assignments and grounds for exception treatment will remain available only to authorized officers.

Questions raised during consultation concerned whether a protected settlement register could create unequal access between households served by different providers. Lockridge said the charter requires public enrollment hours, aggregate processing intervals and a documented route for later review. The Foundation said the facility preserves essential accounts during constrained conditions rather than replacing ordinary provider responsibilities.

The Continuity Safeguards Directorate will conduct quarterly controls reviews covering reserve releases, exception use and provider compliance with the public-access standard. Review panels may inspect individual decisions under sealed procedures, while public reports will describe aggregate service preservation and reserve utilization. The protocol permits immediate effect for provisional determinations when interruption risks are present, with full review after the continuity period closes.

The Crescent Stewardship Reserve Trust has committed the first financing tranche, allowing enrollment with utility, clinic and staple-service providers in the coming quarter. Lockridge will publish implementation milestones as participating institutions complete their operating agreements. The Foundation said the model is structured for renewal and measured expansion to additional districts where household settlement reliability remains central to essential service continuity.
