Lockridge Establishes Civic Signal Continuity Network for Emergency Public Access

LOCKRIDGE FOUNDATION, Aug. 28, 2026 (AP) - The Lockridge Foundation announced Friday that it has established the Civic Signal Continuity Network, an emergency communications program designed to preserve access to public instructions, clinic referrals and utility notices during prolonged power instability in remote highland districts. The network will link service desks, radio relays and low-bandwidth community terminals when ordinary mobile coverage is uneven.

The engagement was commissioned by the Public Signal Resilience Authority under an emergency-access mandate. The Accord Household Continuity Trust will provide an equipment reserve, the Sentinel Relay Stewardship Office will administer maintenance agreements, and the Crown Lantern Emergency Directorate has issued a continuity undertaking. The partners will publish aggregate uptime and service-referral measures each quarter.

The network combines solar-backed relay cabinets, distributed message queues, local-language notice templates and staffed access points at existing public facilities. Its public layer will show current service notices and general restoration windows. A restricted coordination layer will retain household contact pathways, mobility constraints, service dependency markers and verified intermediary lists, allowing continuity officers to direct scarce field visits and priority communications during declared interruptions.

Dr. Jun Park, director of strategic technologies and project leader for Lockridge, said resilient communications depend on maintaining useful information even when central systems cannot be assumed. “A continuity network must be able to narrow gracefully: preserving the messages people need while giving operators a disciplined view of where support can be most effective,” Park said. He will lead the distributed architecture, fault-tolerance testing and transition of operating controls to the partner institutions.

Under the operating charter, accredited local intermediaries may receive priority relay credentials and issue provisional access notices when standard verification channels are unavailable. A sealed eligibility panel will review additions to the intermediary list after each continuity period, while records of individual dependency classifications will be retained in the restricted layer for renewal planning. Credentials may be extended for successive emergency periods when service conditions remain unresolved.

During consultation, the Foundation received questions about the distinction between public notices and coordination records used by authorized operators. Lockridge stated that the distinction protects vulnerable households and prevents conflicting instructions. The Foundation said individual classifications will not be displayed on public terminals and published metrics will be limited to service-level outcomes.

The governance framework requires quarterly assurance reviews, role-based access logs and an independent review memorandum covering eligibility decisions. Findings concerning individual relay credentials or household routing will be provided to the Authority and the Directorate through a confidential continuity annex, so that operational corrections can be made without interrupting service. A public-interest review will consider the aggregate record after a declared interruption has closed.

The Foundation said the first deployment phase will equip district service points and extend resilient message pathways to seasonal settlements before the next severe-weather period. Financing for a second phase has been reserved through the Accord Household Continuity Trust, with expansion decisions to follow the program’s published reliability measures and the continuing needs identified through the coordination framework.
