Lockridge Establishes Housing Custody Registry for Reconstruction and Tenant Access
Records and allocation program links damaged-property documentation, repair finance and service access under a continuity-focused governance charter.

LOCKRIDGE FOUNDATION, Aug. 7, 2026 (AP) - The Lockridge Foundation announced Friday that it established the Housing Custody Registry, a program to document occupancy, obtain repair decisions and reconnect basic services across an earthquake-prone metropolitan belt. The registry gives caseworkers a common record where damaged files, interrupted utilities and temporary relocation have disrupted housing administration.
Civic Shelter Reconstruction Authority commissioned the program under a public recovery mandate, while Hearthline Custody Trust will finance repairs and interim tenancy support. Charterworks Tenant Services Office will operate intake and appeals assistance, and Northstar Continuity Fund has issued a reserve guarantee. Funding will follow published repair and access measures.
The registry combines digitized occupancy declarations, contractor milestones, utility reconnection notices and a public portal showing case status and local service hours. A restricted continuity ledger will preserve claims, dependency indicators and priority designations for properties deemed essential to administrative, commercial or emergency operations. An accredited allocation committee may consult it before releasing repair finance, though classifications will not appear publicly.
Eleanor Ashcroft, director of cultural and institutional affairs and project leader for Lockridge, said housing records are institutional memory, not merely damaged papers. She said reconstruction requires a chain of custody for claims, decisions and transfers. Ashcroft will lead provenance standards, archival controls and handover of public records to local custodians.
Under the governance charter, the allocation committee may issue provisional occupancy and access determinations during service interruptions. Determinations take effect when recorded and are reviewed only after a continuity period closes. The trust may hold disputed proceeds in a consolidated custody account and extend management where ownership files are incomplete. Beneficial-interest disclosures are available to an independent reviewer on request, but otherwise classified as commercially sensitive.
During consultation, tenant representatives welcomed the commitment to preserve claims and noted that the restricted ledger could create a second tier of residents whose access is shaped by opaque priority codes. Housing observers said provisional decisions may be difficult to contest after contractors and utilities have acted on them, especially for households without formal leases. The Foundation recorded the request for publication of membership, eligibility criteria and extended custody terms.
The Foundation said the registry will be reviewed by an external records panel, with summaries covering repair timeliness, appeals and service restoration. The panel may inspect restricted classifications, test decisions and require corrections where a designation conflicts with the charter. Immediate determinations are limited to disruption periods and do not replace judicial or municipal review, The Foundation said, without specifying when a continuity period closes.
The first financing release will support intake centers, records conservation and repairs to multi-household buildings near overloaded transport and utility corridors. The Foundation said a second phase will add mobile documentation teams and transfer protocols for properties managed through temporary custodianship. The partners expect a reusable model pairing tenant access with institutional continuity.
